    POSITION DESCRIPTION

     

    POSITION TITLE: Production Foreman                        DEPARTMENT: Water Production        

     

    POSITION CODE: 25-525                                             FLSA STATUS: Non-Exempt

     

    POSITION REPORTS TO: Water Production Superintendent

     

    POSITIONS SUPERVISED: Maintenance & Production Technician, Plant Operator

     

    BLS COMPARABLE: 49-1011

    Leadership: Provides leadership through setting an example, the scheduling of work, review, and approval.

    CONDITIONS OF EMPLOYMENT:

     

    • Subject to post offer, pre-employment drug screen.
    • Subject to post offer, pre-employment physical examination/medical history check.
    • Subject to a pre-employment criminal background check.
    • In accordance with 49 CFR 391.53, information regarding previous employers may be used for the purpose of investigating the applicant’s safety performance history within the previous three years. This includes general employment, accident, and drug/alcohol information.
    • In accordance with 49 CFR 393.23, a Motor Vehicle Report covering the previous three years will be obtained for the purpose of investigating the applicant’s driving history.
    • As a CDL driver, the employee will be required to comply with all provisions of DOT Regulation 49 CFR Parts 40 and 382, including random drug and alcohol testing.
    • Possession of a valid Oklahoma Class B CDL and acceptable driving record.

    • Due to “on-call status”, must be able to report to work within 30 minutes.

    POSITION PURPOSE: To ensure the quality of water supply to Enid residents through efficient maintenance and repair of water treatment plants and water production system.

    ESSENTIAL FUNCTIONS AND BASIC DUTIES

     

    • Monitor operations of the water production system to ensure that it remains safe, secure, and well maintained.
    • Ensure maintainance and repairs are in compliance with all D.E.Q. regulations.
    • Oversee all pump and chlorination system repairs, installations, well rehab, chemical treatment of wells, and mowing.
    • Determine schedules, sequences, and assignments for work activities, based on work priority, quantity of equipment and skill of personnel.
    • Patrol and monitor work areas and examine tools and equipment in order to detect unsafe conditions or violations of procedures or safety rules.
    • Monitor employees' field work levels and review work performance.
    • Examine objects, systems, or facilities, and analyze information to determine needed installations, services, or repairs.
    • Counsel employees about work-related issues and assist employees to correct job-skill deficiencies.
    • Requisition materials and supplies, such as tools, equipment, and replacement parts.
    • Interpret specifications, blueprints, and job orders in order to construct templates and lay out reference points for workers.
    • Conduct or arrange for worker training in safety, repair, and maintenance techniques; operational procedures; departmental policies; and equipment use.
    • Provide assistance to other departments as needed.
    • Perform other duties as required.

    PERFORMANCE MEASUREMENTS

     

    • The Water Services division runs smoothly and efficiently.
    • Procedures and processes are well maintained, documented, and recorded.       Plants and water system operations meet all regulatory requirements.
    • An effective preventive maintenance program is in place for the plant operation and production system.
    • Equipment is clean and well maintained.
    • Policies and procedures in City of Enid personnel and safety manuals are understandable and followed. Effective supervisory skills are demonstrated.
    • Employees are well trained, assisted, and have appropriate equipment to perform at capacity. Management is appropriately informed.
    • Effective working relations exist with City personnel.
    • The City’s professional reputation is maintained.

    QUALIFICATIONS

     

    EDUCATION/EXPERIENCE:                  One year certificate from college or technical school; or one year related experience and/or training; or equivalent combination of education and experience.

     

    CERTIFICATES/LICENSES:                  Confined Space Certification (within 3 months).

    Protective Respirator Equipment Qualification (within 3 months).

    Maintain continuing licensing requirements.

                                                   

    REQUIRED KNOWLEDGE:                    Computer — Basic personal computer skills, including typing, electronic mail, word processing, etc.

     

                                                                Personnel and Human Resources — Knowledge of principles and procedures for personnel selection, training, and evaluation.

     

    Specialized — Knowledge of safe handling of dangerous chemicals. Understanding of well rehab use.

                                                                Understanding of water plant operations. Knowledge of D.E.Q. rules and regulations regarding treatment plant operations and testing procedures. Knowledge of SCADA system.

     

    SKILLS/ABILITIES:                              Ability to perform pump maintenance and repair plants and wells.

                                                                Capable of reading a voltmeter and amperage meter.

                                                                Operate water-testing equipment.

                                                                Handle multiple tasks simultaneously.

    Prioritize, organize, and delegate assignments.

                                                               Accurate and attentive to detail.

    Good communications and public relations abilities.

    Ability to assist and support others.

    Able to operate telephone, PC, copier, and other basic business machines.

    PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

     

    FINGER DEXTERITY:                      Manual dexterity sufficient to work with the fingers.

    VISUAL ABILITIES:                          Normal vision, with or without corrective lenses.

    Color vision.

     

    PHYSICAL STRENGTH:                   PDC Level: Medium Employee lifts/carries 50 lbs occasionally (less than 33% of the time or 1-100 times per day). Moderate physical activity performing somewhat strenuous daily activities of a primarily product/technical nature. Occasional overhead reaching, climbing, squatting and kneeling.

     

    LANGUAGE/COMPREHENSION:     Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write information and respond to questions from groups of managers, clients, customers, and the general public.

     

     

    REASONING ABILITY:                     Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.

     

    MATHEMATICS ABILITY:                 Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages. Ability to apply concepts of basic algebra and geometry.

    WORK SCHEDULE/HOURS:      Regular – 8 hour shift, typically 7:00 a.m. to 3:30 p.m., Monday - Friday.

    24-hour call, nights and weekends, as required.

     

    Other–Variable lunch period and breaks in coordination with other office personnel.

    WORK CONDITIONS:                Outdoors exposed to changing weather conditions (for instance rain, sun, snow, wind, etc.).

     

    Noise level:                             Loud. Hearing protection as required.

     

    Other work conditions:             Work near moving mechanical parts.
